Abstract: Identifying and classifying accident black spots on urban roads is a critical element of road safety research. An accident blackspot treatment program is a safety improvement program that can reactively deal with accidents. However, implementing such a program requires relevant accident data, which are generally unavailable or limited in developing countries. Thus, this paper proposes a supportive approach (public participation) to overcome this hindrance. Residence can identify locations where accidents occurrences are unusually high, and their input is potentially helpful for the identification process. In addition, besides the indirect benefits to creating public awareness, the proposed methodology is potentially helpful for speeding up and economizing the accident spot locations identification process. Finally, the paper proposes various construction and traffic safety measures to improve safety.
